Dear Wayne County Employee,
This year’s Open Enrollment included a few changes, including the replacement of Health Alliance Plan (HAP) with Blue Care Network (BCN). This specific change created some administrative challenges which have caused employees that selected the BCN Full Panel Plan to encounter a delay in being registered in their new health care plan. No other plan enrollees were affected.
We are sincerely sorry for this delay and are working diligently to address these challenges and ensure that all employees are properly enrolled in their health care plan of choice.
Please be assured that all Open Enrollment changes will provide coverage retroactive to January 1, 2017. If you have encountered out-of-pocket expenses, please keep a record of your receipts and contact your carrier beginning the week of January 9th for assistance in applying those expenses to your deductible or for arranging a reimbursement.
We have a coordinated effort between Wayne County, Cornerstone Municipal, Blue Cross Blue Shield of Michigan and Blue Care Network to resolve all issues as quickly as possible. All membership in the BCN Full Panel Plan will be recognized by the carrier no later than tomorrow, Friday, January 6, 2017.
This means that you or your provider can call in for confirmation of coverage starting tomorrow. Also, for your convenience, the mobile app is available for you to download and have a virtual ID card. Printed ID cards will be generated by the outside vendor used by BCBSM/BCN and will arrive to employees in 7 to 10 business days.

Additionally, we are aware that there are a few concerns regarding the HSA bonus contribution. This matter is being investigated and a subsequent communication will be shared with staff as soon as possible.
